TxDMV Updates Several Forms for 2025

The department has updated several title and registration-related forms as a result of HB 3297, enacted by the 88th Legislature, which eliminates the state safety inspection for all non-commercial vehicles effective January 1, 2025. The forms have been revised to remove reference to a state safety inspection and/or update inspection-related information as appropriate. The following is a list of the revised forms, not including the forms previously distributed with the RTB #005-24:
 

• Application for Timed Temporary Permits (Form VTR-66)
• Sales Receipt for Unclaimed Seized Vehicle (Form VTR-71-8)
• Trailer Verification Statement of Fact (Form VTR-141)
• Landlord's Lien Foreclosure (Form VTR-265-L)
• Franchise Mechanic's Lien Foreclosure (Form VTR-265-FM)
• Mechanic's Lien Foreclosure (Form VTR-265-M)
• Storage Lien Foreclosure (Form VTR-265-S)
• Self-Service Storage Facility Lien Foreclosure (Form VTR-265-SSF)
• Licensed Vehicle Storage Facility Lien Foreclosure (Form VTR-265-VSF)
• Self-Certification of Travel Trailers More Than 7,500 lbs. (Form VTR-269)
• Insurance Company Statement of Fact (Form VTR-331-INS)
• Owner Retained Report (Form VTR-436)
• Application for Salvage or Nonrepairable Vehicle Title (Form VTR-441)
• ASE Safety Inspection and Application for Custom Vehicle or Street Rod License Plates (Form VTR-852)

The revised forms are available on our website at www.TxDMV.gov and may be used immediately.  Previous versions of the forms may remain valid for use; however, we encourage you to begin utilizing the latest version available on our website.
