TxDMV Updates Several Forms for 2025

The Texas Department of Motor Vehicles (TxDMV) has announced updates to several title and registration-related forms following the enactment of HB 3297 by the 88th Legislature. This legislation eliminates the state safety inspection requirement for all non-commercial vehicles, effective January 1, 2025. In response, the revised forms have been updated to remove references to state safety inspections and make other necessary adjustments. Below is a detailed list of the updated forms, which are now available for immediate use on the TxDMV website.
- Application for Timed Temporary Permits (Form VTR-66)
- Sales Receipt for Unclaimed Seized Vehicle (Form VTR-71-8)
- Trailer Verification Statement of Fact (Form VTR-141)
- Landlord's Lien Foreclosure (Form VTR-265-L)
- Franchise Mechanic's Lien Foreclosure (Form VTR-265-FM)
- Mechanic's Lien Foreclosure (Form VTR-265-M)
- Storage Lien Foreclosure (Form VTR-265-S)
- Self-Service Storage Facility Lien Foreclosure (Form VTR-265-SSF)
- Licensed Vehicle Storage Facility Lien Foreclosure (Form VTR-265-VSF)
- Self-Certification of Travel Trailers More Than 7,500 lbs. (Form VTR-269)
- Insurance Company Statement of Fact (Form VTR-331-INS)
- Owner Retained Report (Form VTR-436)
- Application for Salvage or Nonrepairable Vehicle Title (Form VTR-441)
- ASE Safety Inspection and Application for Custom Vehicle or Street Rod License Plates (Form VTR-852)
