Process and Handling Fee Clarification

The article 'New Process and Handling Fee Rules in 2017' in the December 2016 issue of Texas Dealer may have created some confusion. The Texas Department of Motor Vehicles (TxDMV) processing and handling fee will apply to all vehicles for which the title application and registration are submitted to the county tax assessor on January 1, 2017 or later. This includes all vehicles sold on or after January 1, as well as any title transactions in webDEALER that are created on or after January 1.
It is possible a vehicle sold in December could be charged the P&H fee before registration is issued or renewed. If the title application is not submitted to the county or the transaction is not created in webDEALER before January 1, then the P&H fee will be charged even if the vehicle is sold in December. Dealerships should keep this in mind when preparing title and registration paperwork for their December retail customers.
