Audit Shows Dealers Using Old Application for Title

OK maybe it was not a full audit, but last week I spoke to several dealers and asked them to tell me what version of the Application for Texas Title and/or Registration (Form 130-U) they were using. All but one dealer was using an outdated or old 130-U. Don't panic, though. TxDMV is not issuing fines to those dealers who are using the old version and tax offices are still accepting the previous version. However, it's easy to check to see which version of the form you're using, and if it turns out you've been using an old form, switching to the most current is a quick fix.
Most dealers simply use the 130-U that pops up on their dealer management software (DMS), relying on the software company to keep that form up to date; but in the eyes of the state, your name is on the dealer license and the responsibility ultimately falls to you.
So how do you know if you are using the most current version?
Check the bottom left-hand corner of the form. If it says Form 130-U Rev 9/19, you are using the correct form. If your software does not have anything printed on the bottom left-hand corner, look at box 28. If box 28 allows you to check “yes” for “Communication Impediment?” then you are in great shape. If not, you need to contact your DMS and ask them to upload the new Application for Texas Title and/or Registration to their platform.
How do you find the new form?
That's an easy one too, simply click on this link and scroll down the list to Form 130-U.

One last note, if your customer asks you to check, “yes” on box 28 in the new form, they should provide you with the corresponding VTR-216 form.
