TxDMV Rolls Out New ID Rules: Here’s What It Means for Your Dealership

New ID requirements now in effect
TxDMV has announced immediate changes to the identification required for motor vehicle registrations and renewals. Applicants must now provide a valid, unexpired photo ID, with specific documents required depending on the type of registration.
Special registrations — like IRP, temporary permits, agricultural permits, and out-of-state military — allow a wider range of IDs, while standard registrations require a state-issued driver license/ID, qualifying passport, or Texas License to Carry.
Online renewals through Texas-by-Texas will continue to verify identity automatically for Texas driver license holders.

To register a vehicle in Texas, an individual must provide a number of documents including proof of identity, proof of vehicle ownership, and other forms to the TxDMV. The DMV announced on Tuesday 11/18/2025 changes to the identification requirements for motor vehicle registrations and renewals. This will be effective immediately. Applicants must now provide a valid, unexpired photo ID with specific documents required depending on the type of registration.
The bulletin released by Annette Quintero, Director Vehicle Titles and Registration Division, states
A “driver's license or state identification certificate issued by a state or territory of the United States” is a valid, unexpired driver's license or state identification certificate issued by a state or territory of the United States that complies with the minimum document requirements and issuance standards for federal recognition under the REAL ID Act of 2005, Public Law 109-13.

We urge decision makers to take more time to understand the ramifications of these important changes before making a final decision.”
