The Texas Department of Motor Vehicles (TxDMV) is rolling out major updates to streamline dealer operations and ensure compliance across the industry. These initiatives focus on preparing dealers for the mandatory adoption of webDEALER by July 1, 2025, and offering valuable training opportunities to help businesses stay informed and competitive. From clarifications on bonding requirements to upcoming webinars and on-demand resources, these updates highlight the tools and timelines every Texas dealer needs to know to stay ahead.
Preparing for Mandatory webDEALER Use by July 1, 2025
TxDMV is encouraging dealers to adopt webDEALER ahead of its mandatory implementation. This online system streamlines title transactions, ensuring compliance and reducing delays.
Key Reminders
-
Dealers are not required to post a bond or contract with a county tax assessor-collector to access webDEALER. Some tax offices are mistakenly telling dealers to offer a bond where it's not required. Dealers are not required to post a bond or contract with a county tax assessor-collector (county) to access or use webDEALER, and a county cannot prevent a dealer from using webDEALER to submit title transactions.
-
A bond or contract is only necessary if a dealer is deputized as a dealer deputy.
- Starting in 2025, House Bill 718 will introduce general-issue license plates for all dealers, though deputization will remain optional.
Mandatory webDEALER Training: Requirements and Exemptions
As part of the transition to mandatory webDEALER use, the TxDMV requires all existing users who process title and registration transactions to complete webDEALER training by April 30, 2025. New users created on or after this date must complete the training before being granted access to the system. The training includes essential guidance on conducting transactions and proper system usage. However, exemptions are available for users who have had access to webDEALER for more than six months and completed over 100 transactions within the system by October 1, 2024. Dealers and users who fail to meet these training requirements risk losing access to webDEALER, underscoring the importance of timely compliance.
