OCCC CASE NO. L19-00279
FINAL ORDER CEASE AND DESIST
IN THE MATTER OF:  SHALEEN ENTERPRISES LLC d/b/a SHALEEN AUTO SALES
EL PASO, TEXAS 79922
On February 7, 2019, after advance notice, the OCCC attempted to
examine Shaleen Auto Sales' licensed location at 5192 Doniphan, El Paso, Texas
79922. The OCCC was not able to examine the licensed location because it was
not open to the public. Other attempts to contact Shaleen Auto Sales were not
returned. By failing to allow the OCCC to examine its licensed location, records,
and transactions, Shaleen Auto Sales violated Chapter 348 of the Texas Finance
Code.
 
OCCC CASE NO. L19-00302
AGREED ORDER, PENALY, AND RESTITUTION
IN THE MATTER OF: MICHAEL SUGGS § D/B/A ECONOMY CAR RENTAL
KILLEEN, TX 76543
Beginning January 13, 2015 Economy Car Rental engaged in activity
requiring a license by entering 11 motor vehicle retail installment contracts.
Economy Car Rental accepted the cash price of motor vehicles in one or more
deferred installments without a motor vehicle sales finance license, in violation of
Section 348.501 of the Texas Finance Code.
 
OCCC CASE NO. L17-00376
FINAL ORDER ADMINISTRATIVE PENALTY
IN THE MATTER OF: TIM McMAHAN d/b/a ADVANTAGE AUTO
VICTORIA, TEXAS 77904
On June 10, 2016, the OCCC issued an Injunctive Order and Order of
Restitution (the "Injunctive Order") against Advantage Auto for violating
Chapters 342, 348, and 393 of the Texas Finance Code by engaging· in unlicensed
activity under those chapters and by refusing to allow the OCCC to conduct an
investigation of its business.5 On June 13, 2016, the OCCC sent the Injunctive
Order to Advantage Auto by regular mail and by certified mail, return receipt
requested. The Injunctive Order required Advantage Auto to cease and desist.
IT IS ORDERED that Tim McMahan d/b/a Advantage Auto be assessed
an administrative penalty in the amount of Thirty Four Thousand Dollars
($34,000.00). This penalty amount is calculated as $1,000 per day for each of the
34 days between May 11, 2017 and June 14, 2017 that Advantage Auto violated
the Injunctive Order and Order of Restitution, issued on June 10, 2016.
Advantage Auto has a right to judicial review of this Order.

FINAL ORDER CEASE AND DESIST
IN THE MATTER OF: YASMEEN CHOHAN d/b/a TEXAS BEST CARS
HOUSTON, TEXAS 77083
On April 3, 2019, after advance notice, the OCCC attempted to examine
Texas Best Cars' licensed location at 14078 Bellaire Blvd., Suite 2, Houston, Texas
77083. The OCCC was not able to examine the licensed location because it was
not open to the public. By failing to allow the OCCC to examine its licensed
location, records, and transactions, Texas Best Cars violated Chapter 348 of the
Texas Finance Code.
 
OCCC CASE NO. L19-00291
AGREED ORDER, PENALY, AND RESTITUTION
IN THE MATTER OF: YOLANDA BUSTILLOS NAVA D/B/A GASTELUM JR AUTO SALES
EL PASO, TEXAS 79927
On October 17, 2018, Gastelum Jr. Auto Sales submitted an application for a
motor vehicle sales finance license under master file number 1800061564. The
OCCC has not issued a license to Gastelum Jr. Auto Sales. Gastelum Jr. Auto
Sales's compliance officer is Yolanda Bustillos.
Beginning December 3, 2016, Gastelum Jr. Auto Sales engaged in activity
requiring a license by entering 26 motor vehicle retail installment contracts.
Gastelum Jr. Auto Sales accepted the cash price of motor vehicles in one or more
deferred installments without a motor vehicle sales finance license, in violation of
Section 348.501 of the Texas Finance Code.
